Serious violations, when they do not constitute a crime, are the conduct classified in this law referring to:

• Failure to comply with the speed limits established by law or driving on a section at an average speed higher than that established by law, in accordance with the provisions of Annex IV.
• Carrying out works on the road without notifying the authority responsible for traffic regulation, management and organization prior to their commencement, as well as not following the instructions of said authority regarding the works.
• Failure to comply with the provisions of this law regarding right of way, overtaking, changes of direction or direction and reversing, direction of travel, use of lanes and shoulders and, in general, any violation of special traffic regulations for reasons of safety or fluidity of traffic.
• Stopping or parking in the bus lane, on cycle lanes or paths, on curves, changes in elevation, parking areas for the exclusive use of disabled people, tunnels, underpasses, intersections or in any other dangerous place or where traffic is seriously impeded or constitutes a risk, especially for pedestrians.
• Driving without using the required lighting.
• Driving using any type of audio headset or earphone connected to sound receiving or reproducing devices or other devices that reduce permanent attention to driving.
• Using mobile telephone devices while driving, holding them in the hand or keeping them tightly between the helmet and the user's head, driving manually using mobile telephone devices in conditions other than those mentioned above, driving manually using navigators or any other means or communication system, as well as carrying radar or speed camera detection mechanisms in vehicles.
• Failure to use, or failure to use properly, seat belts, child restraint systems, helmets and other mandatory protective equipment.
• Riding with minors under twelve years of age as passengers on mopeds or motorcycles, or with minors in the front or rear seats, when not permitted.
• Failure to respect the signs or orders of the authority responsible for the regulation, management, surveillance and discipline of traffic, or its agents.
• Failure to respect a red light at a traffic light.
• Failure to respect the stop sign or the yield sign.
• Driving a vehicle while holding a license that is invalid because it has not met the administrative requirements established by regulations in Spain.
• Negligent driving.
• Throwing objects onto the road or in its vicinity that may obstruct free movement.

ñ) Failure to maintain a safe distance from the vehicle in front.

• Driving a vehicle that does not comply with the technical conditions established by regulations, unless it is classified as very serious, as well as violations related to the regulations governing the technical inspection of vehicles.
• Failure to comply with the obligation of every driver to verify that the vehicle's license plates do not present obstacles that prevent or hinder their reading and identification.
• Failure to provide the traffic enforcement officer in the exercise of his or her duties with his or her identity or vehicle data requested by those involved in a traffic accident, while being involved in the accident.
• Driving vehicles with poorly conditioned loads or with a risk of falling.
• Driving a vehicle while having your driving license suspended as a precautionary measure or while having its use prohibited.
• Driving a vehicle whose driving license is suspended.
• Excessive occupancy of the vehicle, which involves increasing the number of authorized seats by 50 percent, excluding the driver's.
• Failure to comply with the obligation to prevent the vehicle from being driven by anyone who has never obtained the corresponding driving permit or license.
• Failure to comply with the regulations governing the authorization and operation of teaching and training centers, road safety awareness and re-education centers, and driver's recognition centers accredited by the Ministry of the Interior or the competent bodies of the autonomous communities, unless they can be classified as very serious offenses.
• Driving on highways, dual carriageways, interurban roads, urban crossings or tunnels with vehicles that are prohibited from doing so.
• Failure to install driver warning devices in garages or parking areas in accordance with the legal and regulatory requirements.
• Driving in parallel with vehicles that are prohibited from doing so.
• Failure to comply with the regulations on safe and efficient driving courses, the completion of which entails the recovery or bonus of points, unless they can be classified as very serious.
• Failure to comply with the rules of conduct by operators whose activity is linked to the exercise of the powers of the autonomous body Central Traffic Headquarters, unless they can be classified as very serious.
• Failure to comply with traffic restrictions resulting from the application of protocols for pollution episodes and low emission zones.
