Exceptionally, when the competent authorities consider it appropriate to specify the meaning of a sign or symbol or, with regard to regulatory signs, to limit their scope to certain categories of road users or to certain periods, and the necessary indications cannot be given by means of an additional symbol or figures under the conditions defined in the Official Catalogue of Traffic Signs, an inscription shall be placed below the sign, on a rectangular complementary panel, without prejudice to the possibility of replacing or completing these inscriptions by means of one or more expressive symbols placed on the same plate.
In the event that the sign is placed on a fixed or variable message sign, the inscription referred to may be placed next to it.
