In the absence of traffic officers or to assist them, and in the circumstances and conditions established in these regulations, the Military Police may regulate traffic, and roadworks personnel and personnel accompanying vehicles in special transport may regulate the passage of vehicles by using vertical signs R-2 and R-400 incorporated into a van, and, by the same means, school patrols may invite road users to stop. When the competent authority authorizes the holding of sports activities or events that advise establishing restrictions on traffic on urban or interurban roads, the authority responsible for traffic may authorize civil protection personnel or the responsible organization to prevent access by vehicles or pedestrians to the affected area or route, in accordance with the terms of Annex II.

When the State Security Forces and Corps, within the scope of their functions, establish police controls for public safety on public roads, they may regulate traffic only in the event of the absence of traffic officers.

The form and meaning of the signals and orders of traffic officers shall be in accordance with the Official Catalogue of Traffic Signals. These signals are also listed in Annex I.
