  • Special vehicles or vehicles operating under special transport regulations exceeding five meters in width must be accompanied by traffic enforcement officers. The operator must notify the traffic enforcement officers in the province of departure, at least 72 hours in advance, of the place, time, and date of commencement for each authorized trip. The operator must indicate the license plate of the vehicle or vehicles involved in the trip, and attach a copy of the authorization. An identical notice must also be sent to the designated body for receipt by the operator of the road.

In addition to these, the following rules and traffic conditions must be met for each of the aforementioned groups:

Group 1. Rules and conditions of circulation for vehicles under special transport regime when, due to the indivisible load transported, they exceed the maximum masses or dimensions.

  • The circulation of these vehicles must be covered by the prior complementary authorization provided for in Article 14.2 of the General Vehicle Regulations. Their circulation must comply with the general rules of this regulation that apply to them. The circulation conditions established in the complementary circulation authorization shall prevail over these rules.
  • On urban roads, they must follow the route determined by the municipal authority.
  • Pilot vehicle accompaniment:
  • By size: When a special transport vehicle is wider than three meters or longer than 20.55 meters, it must be positioned at the rear, at a minimum distance of 50 meters, on motorways and dual carriageways; and at the front, on other roads.

  • Circulation hours: Any vehicle operating under a special transport regime with a general or specific authorization may do so both during the day and at night; however, for exceptional vehicles, circulation may be permitted between sunset and sunrise when so stated in the issued authorization.
  • In the case of vehicles operating under special transport regulations covered by a specific or exceptional authorization, the holder of this authorization must inform the traffic surveillance authorities of the province of departure, the day before each trip, of the place, date, and time of the trip's commencement, and send a copy of the authorization. Likewise, and in identical terms, the trip must be communicated to the designated road owner's services.

Group 2. Rules and conditions of circulation for special agricultural vehicles and their combinations which, by construction, permanently exceed the maximum masses or dimensions.

  • They may travel on highways, even if they do not reach a speed of 60 km/h on flat terrain, when there is no alternative route or suitable service road.
  • They will carry the comb or clipper at all times if they have one.
  • Pilot vehicle accompaniment:
  • By dimensions: when the width exceeds 3.50 metres, it must be placed at the rear, at a minimum distance of 50 m, on motorways, and at the front, on other roads.
  • By speed: if the traffic speed is less than half the general speed of the road, the vehicle will be positioned behind at said minimum distance.

Group 3. Rules and conditions of circulation for special vehicles and their sets of works and services that, by construction, permanently exceed the maximum masses or dimensions.

  • Pilot vehicle accompaniment:
  • By dimensions: when the vehicle is wider than 3.50 metres or longer than 30 metres, it must be placed at the rear, at a minimum distance of 50 metres, on motorways and dual carriageways, and at the front, on other roads.
  • By speed: if the traffic speed is less than half the general speed of the road, the vehicle will be positioned behind at said minimum distance.

Group 4. Rules and conditions of circulation for other special vehicles.

  • They shall circulate in accordance with the general regulations for special vehicles in the articles of this regulation.
  • The itinerary of tourist trains will be determined by the competent authority responsible for traffic regulation and surveillance, taking into account the characteristics of the route, traffic, and concurrency with other users.
