Drivers of priority vehicles must observe the provisions of this regulation, although, provided that they have ensured that they do not endanger any road user, they may, under their sole responsibility, fail to comply with the provisions of Titles II, III and IV, except for the orders and signals of the agents, which are always mandatory.

Drivers of such vehicles may also, exceptionally, when travelling on a motorway or dual carriageway on urgent service and not compromising the safety of any user, turn around or reverse, drive in the opposite direction to that of the carriageway, provided they do so on the hard shoulder, or enter the median strip or any cross roads on the road.

The agents of the authority responsible for the surveillance, regulation and control of traffic may use or place their vehicles on the part of the road that is necessary when providing assistance to road users or when the needs of the service or traffic require it. They will also determine in each specific case the places where emergency service vehicles or other special services must be located.
