It is prohibited to modify the content of the signs or to place on them or in their vicinity plates, signs, marks or other objects that may cause confusion, reduce their visibility or effectiveness, dazzle road users or distract their attention, without prejudice to the powers of the owners of the roads.

The autonomous body, the Central Traffic Headquarters, or, where appropriate, the autonomous or local authority responsible for regulating traffic may, at any time, alter the content of the signs referred to in article 144.1 to adapt them to changing traffic circumstances, without prejudice to the powers of the road owners.
