Specifically, these provisions shall apply:
- To the owners of public or private roads, as mentioned in paragraph c), and to their users, whether as owners, proprietors, drivers, or occupants of vehicles, or as pedestrians, regardless of whether they are traveling individually or in groups.
Additionally, they apply to all natural or legal persons who, without being included in the previous section, are affected by these provisions.
- To loose or herded animals and to vehicles of any kind, whether stationary or in motion, that are incorporated into traffic on the roads mentioned in the first section of paragraph c).
- To highways, expressways, conventional roads, rest areas, and service zones located on or assigned to these roads, service roads, and parking or stopping areas for any type of vehicle; to crossings, squares, streets, or urban roads; to public domain paths; to public tracks and areas suitable for circulation; to service roads built as auxiliary or complementary elements for the activities of their owners and those constructed for similar purposes, provided they are open to public use, and, in general, to all commonly used public or private roads.
These provisions shall not apply to private paths, land, garages, carports, or other similar premises built within private estates, withdrawn from public use, and intended exclusively for the use of their owners and their dependents.
