A vehicle with a curb weight of no more than 350 kilograms and which, by design, cannot reach a speed exceeding 45 km/h on flat terrain, designed and built specifically (and not merely adapted) for use by persons with a physical disability or handicap. In terms of other technical characteristics, they are equivalent to three-wheeled mopeds.
