🛑 General right-of-way rules

🚘 Driver obligations
The driver must be aware they are not alone on the road. Their behavior affects everyone’s safety.

🚶♂️ Special rules on pedestrians
Drivers must yield to pedestrians at:

Prohibited: driving on sidewalks, overtaking at pedestrian crossings, or parking on them.
🏍️ Two-wheeled vehicles
Mopeds, bicycles, and motorcycles are more fragile and less visible:
- 🪖 Helmet use is mandatory with no medical exemption (since 1 October 2026, RD 518/2026): UNECE R22-homologated helmet on all roads for motorcycles and mopeds (moped riders may keep certified-only helmets until 1 October 2027); for cyclists, compulsory on interurban roads without any exception and on all roads under 16. The only exemption is vehicles with a protective structure plus seat belts
- 🚳 Prohibited on motorways and dual carriageways, except cyclists aged 14+ on dual carriageway hard shoulders
- 🚴♀️ Cyclists may ride in groups and have priority when riding in formation
🐄 Animals on the road
Though uncommon, animals may be present:
- 🐾 Reduce speed and take extra care
- 🛑 Animals have priority on signed drovers’ roads (cañadas) or when moving along hard shoulders
- ↔️ Minimum 1.5 m clearance when overtaking; complete lane change where there is more than one lane per direction, and at least 20 km/h below the limit outside built-up areas (since 1 October 2026, RD 518/2026)
