Action in the Event of an Accident and Duty to Render Aid – DGT Regulations

🆘 1. Duty to help others

If you are involved in or witness an accident, you are required to:

  • 👨‍⚕️ Help the victims or call for help.
  • ⚠️ Reduce risks and cooperate with the authorities.

Avoid moving evidence if there are fatalities or seriously injured persons, unless safety requires it.

🚫 Bystanders are not obliged to intervene if:

  • The authorities are already present.
  • It is clear that no further help is needed.

❤️ 2. The importance of rendering aid

Helping saves lives and is an ethical duty. Failing to do so can be a crime under the Criminal Code:

  • ❌ Not rendering aid when you can do so without risk.
  • ❌ Not calling for help if you cannot provide assistance yourself.
  • ❌ Leaving the scene after causing an accident with victims.

🔒 Crime of leaving the scene of an accident: imprisonment from 6 months to 4 years + driving license suspension from 1 to 4 years.

🛟 3. PAS response: Protect – Alert – Help

🛑 3.1 Protect

  • 🚘 Stop your vehicle in a safe area.
  • 🦺 Put on a high-visibility vest before getting out.
  • 🚧 Mark the scene: hazard lights, warning triangles, position/marker lights.
  • 🔥 Avoid ignition sources if there are fuel leaks or fire risk.
  • 🛑 Do not move the injured unless it’s for their safety.
  • ⛑️ Do not remove a helmet unless strictly necessary and you know how to do it.

📞 3.2 Alert

📱 Call 112 (free, even without coverage or without a PIN).

🔊 Provide this information:

  • 📍 Exact location: road, km marker, municipality.
  • 👥 Number of victims and severity.
  • 🚒 Imminent risks: fires, explosions, trapped persons.
  • 🙋 Your name, ID, and phone number.

Stay at the scene unless you are authorized to leave or must go to seek help. 🚔

🚑 3.3 Help

Provide appropriate aid without rushing. Set priorities:

  1. 👀 Assess the condition of the injured.
  2. 🗣️ Check responsiveness: speak loudly or apply a gentle stimulus.
  3. 💨 If unresponsive, apply the ABC method:
    • A: Airway — open the airway (head-tilt/chin-lift).
    • B: Breathing — look, listen, and feel.
    • C: Circulation — check pulse and control bleeding.

✅ Other recommendations:

  • 👔 Loosen clothing around the neck or chest.
  • 🧣 Keep them covered, even in summer.
  • 🥤 Do not give food, drinks, or medication.
  • 🚶‍♂️ Do not let injured persons walk.
