📜 Reference legal text — Article 71 (1)

The traffic regulations will be those established in Annex III of this regulation, in addition to the general regulations that apply to them.

Special vehicles may only use roads covered by traffic legislation for travel, and may not perform the tasks for which they are intended based on their technical characteristics, with the exception of those carrying out road construction, repair or maintenance work exclusively in the areas where such work is carried out and those specifically intended to tow vehicles that have crashed, broken down or parked incorrectly. Special vehicles may also not circulate transporting any load, except those specifically intended to provide special transport services, for which they must have the appropriate authorisation.

Drivers of special vehicles and, exceptionally, those that are not special, used for road construction, repair or maintenance work, are not obliged to observe traffic regulations, provided that they are carrying out such work in the area where it is carried out, take the necessary precautions and traffic is appropriately regulated.
